This
event presented two related platforms, both aim
to strengthening a network of actors for the inclusion of the Right to
the City (R2C) in the Urban and Habitat Agenda. This event discussed the
contents and
strategies to materialize the Right to the City in order to confront the
fundamental political, economic, social, cultural and environmental
challenges
that exist in our cities. This event focused discussion on Social
Production of
Habitat (SPH), recognized as the process by which people build and
manage their
living environments. This was presented as an expression of the right to
the
city, given that civil society organizations provide innovative and
sustainable
solutions to the housing crisis, land insecurity and resulting social
inequalities. All the participants were invited to join these platforms.
The event, moderated by Soha Ben Slama (IAI), started
with a presentation by Nelson Saule (Polis) explaining the Right to the City
concept and the relation of the platform and the World Social Forum itself. He
then explained the outcomes of the International Event on the Right to the City
(Sao Paulo, November 2014) and the need of a global platform. Later, Iman Salama
took the floor and explained the Social Production of Habitat Platform
initiative, the importance of creating a network of actors working in this
topic and the potential implications with the R2C platform. The floor was
opened to the following people: Rita Freire (Habita), Cesare Ottolini (IAI),
Zama Mgawtty (DAG), Abdelfath Ezzine (Forum National de la Ville), Annie Pourre
(No Vox International), Paul Makedonsky (IAI), Sana Seni (CAB/No Vox) and
Hung-Ying Chen and Shaina Wang (Taiwan Alliance of Anti-Forced Eviction) among
others. The discussion was about local struggles and the best way to coordinate
and network together. Participants also gave suggestions and proposals to
better enhance both platforms.
Propositions:
– Develop and implement an international campaign on
the R2C to influence the inclusion of a human rights-based approach, framed by
the Right to the City principles, into the Urban and Habitat Agenda.
-Facilitate participation of the different stakeholders in habitat
policy development at national, regional and international levels and build the capacity of civil society organizations.
– Advance
local, national, regional and international debates on the content, legal
recognition, applicability and operationalization of the R2C and create
opportunities for networking and the exchange of experiences and document
initiatives to explore and produce analysis on critical aspects of the R2C.
– Improve
documentation and visualization of existing projects through a website,
strengthening links among actors and allowing for a detailed documentation of
the projects through a variety of means and different media forms.
– Improve the
recognition of the Social Production of Habitat and the partnerships with local
authorities through an active participation to international meetings (Habitat
III, ICLEI, CGLU, WUF, etc.), an itinerant exhibition and a cross-regional
campaign.
– Develop
innovating technical and financial support mechanisms and reinforce the links
with support actors such as volunteers, professionals, foundations, local
governments and international organizations).
Common Agenda:
– R2C
campaign and SPH campaign towards Habitat III (Quito, October 2016)
– Develop a
global campaign, to create a network of actors and professionals working in the
Social Production of Habitat
– Enhance
exchanges between local groups through a regional exchange program and
international Social Production of Habitat awards.
